The Chief-Leader/Pat Arnow 'JUSTICE PREVAILED': Attorneys Philip Taubman and Antonette Milcetic helped Mechanical Engineer Kenneth Johnson prevail in a four-year legal battle against the Department of Design and Construction. Ms. Milcetic, commenting on the unanimous ruling from four Appellate Division judges, said the DDC's argument that it could evaluate workers under in-house titles 'was an attempt to circumvent the entire civil-service system.'  |
