The Chief-Leader/Pat Arnow MOVING TARGET: City Councilman Robert Jackson (center) was greeted in the Council gallery with a round of boos from District Council 37 members for his opposition to a bill that would lift the residency requirement for 45,000 city workers. Mr. Jackson told union members that he wanted to make sure city residents got first dibs on city jobs. 'I appreciate him coming up here,' said Local 376 Treasurer Thomas Kattou (right, seated), 'but I think his opposition to this is un-American.' 007p2_xlg.jpg
