      So much for improving labor-management relations at the Metropolitan Transportation Authority. MTA Board Chairman Dale Hemmerdinger, apparently roused to indignation by tabloid editorials criticizing the recent contract arbitration award for Transport Workers Union Local 100, announced last week that he will sue to have it overturned.

Kennedy's Legacy
      Ted Kennedy, over a long and distinguished career in the U.S. Senate that ended with his death last week of brain cancer, defied F. Scott Fitzgerald's line that "There are no second acts in American lives." For much of his tenure, Mr. Kennedy fought on behalf of the angels while wrestling with his personal demons.
