Different View of Ruling To the Editor: Civil service testing is a meritocratic system whose results have been constantly challenged by Title VII since 1964. While the impact of alleged disparate educational opportunities for minorities can be debated on entrance exams, it is certainly a different story for a promotional exam. Testing for promotions should yield results of competence, not diversity.
Once a person is hired into the Fire Department, the playing field is level. My suggestion to John Coombs of the Vulcan Society is to encourage his members to study and earn their promotion rather than sue and have a judge give it to them. |
