8 Chief Promotions, 16 New Captains in NYPD
Inspectors, Civilians Advance
Police Commissioner Raymond W. Kelly June 26 promoted two Chiefs, an Assistant Chief and five Deputy Chiefs in a ceremony at Police Headquarters, as well as appointing 16 new Captains and making seven upgrades in the Inspector ranks. James Tuller, who was promoted to Chief of the Transportation Bureau, was appointed to the old Housing Police Department in 1973. Mr. Tuller, who is Hispanic, is the first minority to hold the three-star position. Headed Manhattan South Mr. Tuller most recently served as commanding officer of Patrol Borough Manhattan South. He has also commanded Patrol Borough Queens North, Housing Borough Manhattan and PSA 5. He holds a bachelor's degree in political science from John Jay College of Criminal Justice and a master's from Marist College. Charles S. Kammerdener, who was also appointed to the Housing Police Department in 1973, was promoted to Chief of Special Operations. He most recently served as commanding officer of the Special Operations Division. He has also commanded Detective Borough Bronx, the Narcotics Division, PSA 2 and other units. As Chief of Special Operations, he will continue to oversee the Emergency Service, Harbor, Aviation and Mounted Units, and their sub-units: the Scuba Team, Canine Team and the Emergency Medical Squad. Philip Banks III, who joined the NYPD in 1986, was promoted to Assistant Chief. He most recently served as Executive Officer of Patrol Borough Brooklyn South. He has also served as commanding officer of the 79th, 81st and Central Park precincts. He is a 2001 graduate of the Police Management Institute at Columbia University. Robbery Commander Advances David P. Barrere, who joined the NYPD in 1990, was promoted to Deputy Chief. He is currently the commanding officer of the Central Robbery Section. He has also commanded the 75th, 76th and 114th precincts. Michael Gabriel, who was appointed to the NYPD in 1979, was promoted to the rank of Deputy Chief. He is currently the Executive Officer of Detective Borough Bronx after having served as the commanding officer of Brooklyn North Detectives, the Manhattan North Narcotics District, and Brooklyn North Narcotics, as well as the 77th and 81st precincts. Thomas Mason, who joined the Housing Police Department in 1986, was promoted to Deputy Chief. He is currently the commanding officer of the Office of the Chief of Internal Affairs Bureau. He has also commanded IAB Groups 1 and 21 as well as serving as Executive Officer of the 34th Precinct. Kenneth F. McGrath, who joined the department in 1973, was also promoted to Deputy Chief. He is currently the Patrol Borough Manhattan South Special Projects Coordinator. He has served as commanding officer of the 42nd and 52nd Precincts and the Bronx Task Force, and as Operations Commander of Patrol Borough Manhattan South. Promote 'Victims' Unit Head Theresa J. Shortell, who was appointed to the department in 1984, was promoted to Deputy Chief. She is currently the commanding officer of the Special Victims Division. She has also commanded the 6th and 94th precincts and Transit Bureau District 20. David Colon, John Corbisiero and Kevin Harrington were promoted to Inspector. Ted W. Berntsen, Edward F. Britton, Thomas A. Dutkowsky and Rodney Harrison were promoted to Deputy Inspector. The Captain promotees were Ahmad I. Alli, Paul Babick, Marc Busell, Alan T. Desmond, Michael T. Falcon, John L. Farrington, Brian Frankin, Jerry L. Garcia, Brian V. Gill, Miguel A. Iglesias, Justin C. Lenz, Patricia E. Mac- Donald, Jeffrey A. Maresca, Michael A. Telfer, Kevin A. Williams and David P. Zimmer. Jessica Tisch was promoted to Director of Planning and Policy. Kathleen M. Kearns was promoted to Assistant Commissioner, Department Advocate's Office. Attorney Promotions Katie M. Flaherty, Robert G. Giancola, Kenneth M. Rice and Matthew R. Russo were promoted to Agency Attorney— Level I. Katrina R. Grange was promoted to Associate Investigator—Level I. Jose A. Mangual was promoted to City Laborer B. Patrick C. Bird was promoted to Computer Specialist (Software)— Level III. Tamar M. Tesler was promoted to Intelligence Research Specialist— Level III. Yolanda Caraballo, Joyce L. Jimenez and Joyce A. Marlin were promoted to Principal Administrative Associate—Level II Cecile S. Irvine was promoted to Psychologist—Level II. Mack B. Langley and Lillian C. Sica were promoted to Senior Police Administrative Aide. Crystal Copeland and Michael A. Nelson were promoted to Supervising Police Communications Technician. Cassandra A.
