A Costly Promotion

To The Editor:

I was recently called from the promotion list for Computer Systems Manager. I was told that I would be appointed in place even though my agency has more than 50 provisionals in that title. My salary would remain the same since I just received a District Council 37 contractual raise.

Upon taking the promotion to the new title I would lose my prescription drug plan, perhaps lose my $3,600 longevity and lose the five paid holidays that management doesn't receive. I thought the purpose of taking a promotional exam was to appoint permanents to eliminate provisional positions?

I thought the word promotion meant advancement. I thought I understood Civil Service.
