      To The Editor: The day after the heroic rescue of the passengers and crew of U.S. Airways Flight 1549 from the frigid waters of the Hudson River, Mayor Bloomberg dispensed 22 certificates on Jan. 16, mainly to worthy responders from the NYPD and FDNY, including the EMS.

Arbitration Bad for TWU
      To The Editor: The TWU Local 100 contract expired on Jan. 15. On Jan. 6 it was announced that the MTA and the Local 100 leadership sent our contract to a so-called impartial arbitrator. We oppose arbitration, no matter how "impartial," as inevitably favoring management and weakening the workers.
