Suspend HA Caretaker For Using Counterfeit Agency Parking Permit

A Housing Authority Caretaker has been suspended by the Conflicts of Interest Board for attempting to use a counterfeit HA parking permit that she bought from a co-worker to avoid paying a parking ticket.

Leslie Hubert, an HA Caretaker "P" since 1998 who is assigned to the Brooklyn Management Department, told the COIB that she purchased a "fraudulent, counterfeit or otherwise unauthorized NYCHA parking permit" from a Painter co-worker, which she then photocopied and sent to the Department of Finance to try and fight a parking ticket charge.

Will Lose 20 Days' Pay

After disciplinary charges were filed by the HA against Ms. Hubert and the Painter who sold her the parking ticket, she agreed to a punishment of a suspension of 20 days without pay, which amounts to a loss of $2,882, with COIB.

Ms. Hubert will also have to serve a one-year probationary period in her job after her suspension ends, during which she can be fired at any time for any infraction without a hearing. She acknowledged in her disposition that "my behavior . . . seriously compromised my ability to function effectively as a NYCHA employee."
