3 New Assistant Chiefs Among NYPD Promotees; 107 Get Detective Shields

Police Commissioner Raymond W. Kelly named three new Assistant Chiefs, three Deputy Chiefs, 31 Lieutenants and 107 Detectives among hundreds of promotions in two ceremonies at One Police Plaza on Dec. 23.

Thomas P. Galati, who joined the NYPD in 1984 in the 115th Precinct, was promoted to Assistant Chief. He was promoted to Sergeant in 1989, and then, three years after making Lieutenant in 1996, he was promoted to Captain. He has served in seven precincts, the Bronx Street Crime Unit, the Bronx Tracer Unit and the Gang Division.

Intelligence Division Commander

He is currently the commanding officer of the Intelligence Division, and he has commanded the 46th and 47th Precincts. Assistant Chief Galati holds a bachelor of science degree in criminal justice from the State University of New York, and he is a 2003 graduate of the Police Management Institute at Columbia University. He won the NYPD Medal of Valor in 1989.

THOMAS P. GALATI: 'Intelligence' commander steps up.

Kathy E. Ryan, who has been on the job since September 1980, was also promoted to Assistant Chief. She has served in the 17th, 20th and 122nd Precincts, the Police Academy, the Management Information Systems Division and the Legal Bureau, among other details.

She is currently the commanding officer of the Domestic Violence Unit after commanding the 17th Precinct, the Mounted Unit and the Property Clerk Division. Chief Ryan also served as Executive Officer of the 20th Precinct.

She holds a juris doctorate from St. John's University School of Law, and a bachelor of business administration degree in Management Information Systems from Pace University. She is also a 2003 graduate of the Police Management Institute.

James R. Waters, who joined the NYPD in January 1981 and started patrolling in the 110th Precinct, is the third new Assistant Chief. He has risen up through the ranks of the department since his promotion to Sergeant almost four years after he became a cop. He has served in the 73rd, 102nd, 109th, 110th and 111th precincts as well as the Intelligence Division and other commands.

KATHY E. RYAN: Continues climb up ladder.

He is currently the commanding officer of the Office of the Deputy Commissioner for Counterterrorism, and has also commanded the Internal Affairs Bureau Group I, the 109th Precinct, the Office of the First Deputy Commissioner and the Joint Terrorist Task Force.

Assistant Chief Waters holds a master's of public administration degree from Marist College and a bachelor of arts degree in criminal justice from the State University of New York. He is also a 1999 graduate of the Police Management Institute at Columbia University.

Three Inspectors were promoted to Deputy Chief: Ruben Beltran, John K. Donohue and Walter T. Salowski.

Four Captains were promoted to Deputy Inspector: Peter J. Bartoszek, Timothy M. McCarthy, Donald J. McHugh and James J. Rooney.
