      To the Editor: What a great letter from Deputy Chief Paul Mannix. He wrote of the reverse discrimination by the Vulcan Society, which complains that the entrance exams are unfair to blacks and women. Why not have these poor souls hired without any tests?

ANATOMY OF A TRAGEDY
      To the Editor: It seems that the death of Mount Vernon Police Officer Christopher Ridley, shot by four Westchester police officers, was a tragic accident. Ridley was apparently taking off-duty action and had his gun out when he was approached by Westchester cops.
