Indict TEA for Theft Of $4G From Kitty For Staff Events

Manhattan District Attorney Robert M. Morgenthau Aug. 14 indicted a Traffic Enforcement Agent for stealing more than $4,000 from a Manhattan tow pound where she worked.

Jacqueline Davis, 48, who was treasurer of the Manhattan Tow Pound command club, allegedly made a series of unauthorized withdrawals from the club bank account by forging the name of the president. The club uses revenue generated by soda-and-snack vending machines to subsidize events for employees of the command.

The theft, which occurred from January 2006 to February 2007, was first discovered by the Manhattan Tow Pound's Integrity Control Officer in early 2007. A subsequent audit of the club's books and an investigation by the NYPD's Internal Affairs Bureau confirmed the theft.

Ms. Davis, a 10-year veteran of the Manhattan Tow Pound, turned herself in at Manhattan's 6th Precinct on Aug. 14. She was arraigned in State Supreme Court that day. She was released on her own recognizance and charged with 22 felony counts, each of them punishable by up to seven years in prison if she is convicted.
