NYPD Promotes 91 Sergeants and 84 in Detective Ranks; Morales Makes Inspector

Police Commissioner Raymond W. Kelly July 25 promoted scores of officers to higher-ranking roles ranging from Inspector to Traffic Enforcement Agent, including 91 in the rank of Sergeant and 84 Detectives.

Martin Morales, who joined the NYPD in 1987, was promoted to the rank of Inspector. He began his patrol career at the 113th Precinct, and went on to become a 2007 graduate of the Police Management Institute at Columbia University. He currently is the Commanding Officer of the Personnel Bureau Recruitment Section.

Captain Upgrades

Four Captains were promoted to Deputy Inspector: Alan E. Abel, Stephen Cirabisi, Andrew D. Lunetta and Michael S. McGrath.

Six officers were promoted to Lieutenant Commander Detective Squad: James Argenziano, Anthony W. Caroselli, Michael T. Culkin, Louis E. DiBiase, John Rogan, and Paul T. Weeks.

Six men were promoted to Lieutenant Special Assignment: Kenneth W. Beatty, Joseph C. Bell, Patrick J. King, Marvin A. Luis, Neil J. Polis and John T. Quinn.

Five officers were promoted to Sergeant Supervisor Detective Squad: Michael R. Alongi, Ralph J. Cilento, James J. Hanrahan, James J. Hines and Stephen P. Scalza.

Eight men were promoted to Sergeant Special Assignment: Felix Alicea, Thomas J. Allen, Joseph C. Hoey, Patrick J. Leavey, Gerard J. Nicholson, John J. Scanlon, Roberto Simona and Matthew J. Venus.

Pizzola Steps Up

Mr. Kelly also promoted a number of civilian members of the department. Dr. Peter A. Pizzola, a four-year veteran of the NYPD, was promoted to Assistant Commissioner, Police Crime Laboratory. For the last few years, Dr. Pizzola served as Deputy Director of the lab. He is credited with helping the lab become accredited under the American Society of Crime Laboratory Directors/Laboratory Accreditation Board International Program.

Mitchell D. Silber was promoted to Director of Intelligence Analysis. He began his career with the NYPD as an Intelligence Research Analyst in April 2005. He was responsible for strategic threat assessments for the Intelligence Division and co-authored the recent report "Radicalization in the West: The Homegrown Threat."

Stephanie L. Zimberg was promoted to Executive Agency Counsel-Level MII.

Shelia R. Brown and Tawana M. Hammond were promoted to Associate Investigator-Level I.

Luis E. Ticona was promoted to Computer Associate (Software)-Level III. Kam P. Lee was promoted to Computer Associate (Software)-Level II.

Criminalist Promotees

Melissa Alvarado, Diana Cheung and Marzia M. Melgar were promoted to Criminalist-Level II.

Crystal P. Brown was promoted to Principal Administrative Associate-Level III.
