Forget Dues Check-Off
      To the Editor: Despite some opinions to the contrary, Transport Workers Union Local 100 should never pledge "not to strike" in order to restore dues check-off. To make such a pledge would hamstring Local 100 in any future negotiations. All the leverage would be with the Metropolitan Transportation Authority.
