Children's Services Commissioner John B. Mattingly testifies
before the City Council General Welfare Committee Sept. 20
about steps that have been taken to avert child fatalities in
cases where ACS is already monitoring parents because of past
problems. A day earlier, he released an update to the agency's
strategic plan that detailed more-extensive case reviews,
stricter monitoring of outside agencies that provide foster
care and preventive services, and a substantial increase in
investigative staff.
