Ex-TRS Leader Fined for Phone

The former Executive Director of the Teachers' Retirement System has agreed to pay a $500 fine for allowing his TRS-issued cell phone to be used for non-city purposes by his daughter.

Stanley Kessock, who left the position after two years' service in June 2004, stated that he had not been aware that his daughter used the cell phone between September 2002 and August 2003. Between March and September 2003, approximately $450 in calls were made by his daughter using his phone.

Mr. Kessock said he had reimbursed TRS for that amount as soon as it was brought to his attention. The fine was imposed because it is a violation of both the City Charter and the rules of the Conflicts of Interest Board to use city equipment for a purpose not related to job duties.
