      To the Editor: An unidentified former District Council 37 official called the union "weak and ineffectual" in last week's paper, and I must regretfully agree. Our Council's loss of influence in the city and the state has come as our leaders enriched themselves more and more.

TWO PEAS IN A PIT
      To the Editor: The big issue for Rudy Giuliani is whether the reports are true that, as Mayor, he billed obscure city agencies for personal travel expenses. If true, Rudy was using agencies aiding the disabled and providing lawyers for poor defendants to camouflage his vacation trips to the Hamptons - along with his entire security detail.
