25/50 For All 'Taxing'
When Mayor Koch enacted the mandatory residency requirements in 1986, I do not remember it being subject to collective bargaining. Why is it now? The residency rule is different for every title. Why is that? While the City Council is having these negotiations, it should revisit another archaic situation: the local law that allowed people to purchase the Tier 1 right to retire with 25 years of service and age 50. Some titles have it; some do not. Physically taxing titles should have a standard 25 years of service/age 50. If you look at anyone over the age of 50 in those titles, they have bad backs, knees etc. The City Council should approve this legislation to allow the Mayor to bring it to the State Legislature for their approval to end this inequity and give the respective unions their contract.
