The Chief-Leader is a New York City-based weekly civil service newspaper that
focuses on municipal government and its labor unions while also covering issues
affecting New York State and Federal employees.
Founded in 1897 as an independent newspaper aimed at city firemen, it has
been owned since 1919 by the Prial family and expanded its coverage over the
years to include all public workers, from police and correction officers to
teachers and clerical employees.
Throughout that time, the newspaper has been a champion of civil service and
the importance of the merit system in keeping government honest and
efficient. It is sometimes referred to as the Civil Service Bible, and is
considered the definitive source for information on union contract negotiations
and settlements, public-employee pensions and related legislation, and the state
Civil Service Law.
